In a small bowl, combine soy sauce, oyster sauce, fish sauce, brown sugar, cornstarch, and water. Set aside.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over high heat.
Add the minced garlic and sliced chili-pepper to the skillet. Stir-fry for 1 minute or until fragrant.
Add the sliced beef to the skillet. Cook for 2-3 minutes or until it's browned and cooked through. Remove the beef from the skillet and set aside.
In the same skillet, heat the remaining 2 tablespoons of vegetable oil.
Add the artichoke hearts to the skillet. Stir-fry for 2 minutes or until heated through.
Return the cooked beef to the skillet with the artichoke hearts.
Pour the sauce mixture over the beef and artichokes. Stir well to coat everything evenly.
Cook for an additional 2 minutes or until the sauce thickens.
Season with salt and pepper to taste.
Serve the beef stir-fry with garlic, chili-pepper, and artichokes over cooked rice.
